dcdiag /test:dns needs the Windows DNS service and stays red with BIND;
list the checks that work instead, explain the _msdcs delegation message
and the DFSR state that blocks a second DC. Fix the script examples.

Sets the DNS servers, optionally makes a DHCP address static, disables
the Windows DNS server, re-registers the locator records and waits until

Netlogon registers A records below _msdcs (gc._msdcs.<domain>), which the
default check-names of primary zones refuses; dynamic zones now get
check-names ignore. Troubleshooting for dcdiag in ACTIVE-DIRECTORY.md, an
end-to-end check of such an update.
